Walter was appointed by Middlesbrough Borough Police on 22nd October 1912 and 28th November 1912 (2 dates in ledger) and by the Watch Committee on 22nd May 1913 as PC 35. He was 5 ft, 10 inches tall. Walter was on a probation period of 6 months from 28th November 1912, his appointment was confirmed on 22nd May 1913, as a 4th class PC. Walter was promoted on 1st December 1913 to a 3rd class PC, and on 1st December 1914 to a 2nd class PC. On 9th May 1915 he resigned to join HMF and enlisted with the RAMC.
